Application from Mr. Badan Singh, Senior Clerk in

the Accounts Office, submitted.

By the omission of the word "accelerated" in the

last confidential report on the services of this officer, I

might possibly have been responsible for his loss of promotion. This omission on my part was deliberate. I was aware that

five vacancies existed in the Higher Class, and that Mr. Singh

was third in order of seniority. I held the view that whilst

"acceleration" was impossible, a delay in promotion only should

be obviated. My report was therefore phrased in words which,

in view of C.S.O. Circular No. 44/37 might appear adequate to

obtain for this officer his normal turn for promotion.

I have been in charge of the Accounts Section since 1st June last, and my report covered less than five months' knowledge of his work. I would hesitate to recommend any officer for accelerated promotion on this period alone. theless, I could not possibly justify a report which would delay this officer's normal progress, and if my report was so interpreted, it might appear necessary, in order to obtain normal advancement, to write such reports in red ink. would at once destroy the value of the special recommendations.

You are aware Singh's application can be fully supported. that, after the division of the Accounts and Stores Staff, the Accounts section was labouring under a very severe handicap, and i in view of the wide experience of Mr. Badan Singh, he was recalled (22nd July, 1938) by Mr. Anderson from the Stores Department, to assume the duties of Senior Clerk in the Accounts Office. He has carried out these duties very satisfactorily and due to his excellent supervisory work, the handicap has

now disappeared.
